ОЦІНКА ВПЛИВУ ІММІГРАЦІЇ НА СОЦІАЛЬНУ ДЕРЖАВУ: КОНЦЕПТУАЛЬНІ ПІДХОДИ ТА ПРАКТИЧНИЙ ВИМІР

Анотація

Аргументовано, що в останні два десятиліття на порядок денний у країнах із розвиненим інститутом соціальної держави вийшли нові виклики, пов’язані із солідарністю з іммігрантами. Це зумовлено, з одного боку, появою нових масштабних конфліктів на планеті, а з іншого – зниженням стійкості соціальної держави, одним зі завдань якої є сприяння інтеграції трудових мігрантів та біженців. Проаналізовано основні підходи до співвідношення соціальної держави та імміграції: концепцію «нової ліберальної дилеми» та концепцію «шовінізму соціального забезпечення», або «націоналізму соціальної держави». Відзначено, що концепція «нової ліберальної дилеми» передбачає, що: 1) сильна соціальна держава базується на сильній солідарності громадян, зокрема й до іммігрантів; 2) водночас стійкість інституту соціальної держави є під загрозою, коли спільнота стає більш різноманітною; 3) наслідком значної різноманітності спільнот держав соціального типу й надання соціальних прав іммігрантам стало поступове зниження підтримки громадянами ідеї соціальної держави. Змістом дилеми є невизначеність неоліберальних і соціал-демократичних політиків у виборі між відкритістю до іммігрантів та потребою зберегти сильні національні системи соціального забезпечення. Наголошено на особливостях концепції «шовінізму соціального забезпечення», яка обмежує соціальні права іммігрантів або ж (у м’якшій версії концепції) передбачає надання соціальних гарантій виключно за умови відповідності певним критеріям. Відзначено, що: 1) у докризовий період еволюції соціальної держави (поч. 1960-х – сер. 1970-х років) під впливом активної деколонізації мігрантам було надано деякі (обмежені) соціальні права, однак діяльність інституту соціальної держави спрямовувалася передусім на потреби громадян цих держав; 2) у 1970-х роках завдяки право- захисному руху зросли перспективи розширення соціальних прав іммігрантів; 3) із 1990-х років тенденція розши- рення соціальних прав іммігрантів була призупинена. Це пояснюється входженням інституту соціальної держа- ви в глибоку кризу й одночасним збільшенням чисельності іммігрантів-біженців, інтеграція яких потребувала значних затрат; 4) кілька останніх криз (фінансова криза 2008 р., європейська міграційна криза 2015 р., корона- криза 2020–2021 рр.) посилили уразливість мігрантів. Доведено, що кризові явища у функціонуванні соціальної держави мають комплекс причин і не звужені виключно до впливу імміграції на соціальну сферу життєдіяльності розвинених держав.
