PRACTICAL ASPECTS OF IMPLEMENTING THE POLICY OF TERRITORIAL COMMUNITIES IN MOUNTAIN SETTLEMENTS OF IVANO-FRANKIVSK REGION IN THE EDUCATIONAL AND CULTURAL SPHERE
Abstract
The article is devoted to the study of practical aspects of the implementation of policies by territorial communities in the mountainous settlements of the Ivano-Frankivsk region in the fields of education and culture. Firstly, the status of mountainous settlements is clarified in accordance with current legislation. The relevance of the topic is determined by the significance of mountainous communities as carriers of cultural heritage, as well as the challenges they face in the context of modern socio-economic changes and decentralization reforms. The specifics of the development of the educational and cultural spheres in mountainous territorial communities are analyzed. It has been established that the population of mountainous communities is usually small and dispersed across small villages, which, in turn, necessitates the creation of regional centers of cultural and educational life capable of serving several settlements simultaneously. Mountainous territorial communities often have limited budgets, which constrains the funding of cultural and educational projects. The paper examines the mechanisms through which territorial communities of the Ivano- Frankivsk region manage educational institutions and cultural establishments. Issues of accessibility and the quality of education in mountainous areas are separately considered, particularly the problems of a shortage of specialists, insufficient funding, and complicated transport infrastructure. The analysis of community cultural policies highlights measures aimed at preserving and promoting local traditions and cultural assets, as well as organizing cultural and artistic events that contribute to the development of tourism. The role of communities in the preservation and restoration of cultural heritage is explored, especially under conditions of remoteness and low levels of urbanization. The conclusion is drawn that the key success factors in education and cultural policies are effective communication between local authorities, the activation of community initiatives, and the attraction of external resources. The policies of the territorial communities of the Ivano-Frankivsk region in the fields of education and culture require further improvement through the development of sustainable development strategies that will enhance the quality of education, preserve cultural heritage, and contribute to the overall development of the region.
