IMPLEMENTATION OF SOCIAL CONFLICT MANAGEMENT IN LOCAL GOVERNMENT BODIES

Abstract

The article examines the implementation of social conflict management in local self-government bodies. Local government, which is the third level of executive power, is created to ensure the welfare of the local population. The omnipresence of the conflict can hinder the fulfillment of the constitutional duties of local self-government. The activities of various social groups in local self-government bodies, if not monitored and managed, can be costly in terms of efficiency and reputation. The political and economic cost of managing a conflict in its nascent stage is less expensive than when it is allowed to escalate, since the latter leads to many negative consequences, blocking the governance process, widening the gap in relations between the state and society, the outbreak of violence and, finally, the collapse of the state. Strictly speaking, violence is an escalation of conflict. In other words, violence occurs when conflicts are allowed to escalate. Conflict can be a serious problem; it creates a chaotic environment that makes it almost impossible for employees to work together. On the other hand, conflict has a positive side because it improves the quality of the decision, stimulates creativity and innovation, encourages interest and curiosity among group members, and provides an environment in which views can be expressed and tensions can be relieved. Conflict is an endemic problem of any social situation. When people with different goals and different views on life meet, conflict is inevitable. Finding a way to resolve these natural conflicts and limit them is extremely important for local governments. Conflict distracts from work, so reducing it will increase organizational effectiveness. Conflict management strategies can be measured to assess their effectiveness. Conflict and its outcomes are critical to the study of individuals and teams in organizations.
