THE INFLUENCE OF CORRUPTION ON THE SYSTEM OF PUBLIC ADMINISTRATION IN UKRAINE

Abstract

The article focuses on how the phenomenon of “corruption” affects the public administration system, which leads to consequences that prompt the need to develop an effective national anti-corruption strategy. The most common definition of corruption is a tool for obtaining superprofits as a result of abuse of official powers and the pursuit of personal interests as an official is presented. On this basis, it is indicated that corrupt actions entail a real threat to the national security of the Ukrainian state (institutional, legal, ideological, moral levels, etc.), thus creating a solid foundation for constructing the corresponding political myth-making. The myth, offering a specific language construction to describe reality, with the help of its expressive means forms a stereotype that successfully hides the aggressively destructive potential of systemic corruption. The functional relationship between myth and stereotype, their ability to break through the defence mechanisms of consciousness and achieve a specific goal in public management activities are monitored. It has been determined that to minimize corrupt actions, first of all, it is necessary to eliminate the institutional and personal factors that contribute to them, serving as a fertile basis for their occurrence. This requires the development of effective anti-corruption strategies that could limit corruption abuses in the public administration system. An ambivalent nature characterizes corruption as a social phenomenon: on the one hand, it arises in the process of government activities, has a direct impact on the formation and functioning of government institutions and has a pronounced negative character, and on the other hand, it largely motivates the need to develop scientifically balanced anti-corruption strategies, capable of minimizing its destructive influence not only on the very essence of public authority but also on society as a whole.
