TRANSFORMATIONS IN THE STATE BORDER PROTECTION SYSTEM DURING THE ANTI-TERRORIST OPERATION IN THE EAST OF UKRAINE (2014–2018)
Abstract
The article presents an attempt to analyze the transformations that the national system of state border protection underwent under the influence of the combat conditions of the Anti-Terrorist Operation in the East of Ukraine during 2014–2018. The events that unfolded as a result of the sharp complication of the socio-political situation in the East of Ukraine demonstrated the limitations of the existing system of protecting the state border in the context of countering the military threat. Subsequently, this led to Ukraine’s temporary loss of control over certain areas of Donetsk and Luhansk regions. In April 2014, according to the decision of the National Security and Defense Council of Ukraine, the State Border Service, together with other departments of the security and defense sector, launched an anti-terrorist operation in the Donetsk and Luhansk regions. The purpose of the operation is to overcome the terrorist threat and preserve the territorial integrity of Ukraine. The rapid development of hostilities required the state leadership of Ukraine to quickly adapt the entire state border protection system to the new requirements of the military situation. Such conditions led to a number of transformations that covered all spheres of state border protection. Therefore, the main internal transformations to which the national system of state border protection has undergone should be defined as structural and functional. Based on the conducted research, it can be assumed that they led, in the future, to a change in the model of the use of forces and means of the border agency of Ukraine during 2014–2018. The main goal of structural and functional transformations was that all the forces of the security and defense sector and state authorities of Ukraine should be directed to achieving an effective balance between military and non-military forms and methods of fighting for the territorial integrity of Ukraine.
