THE CONCEPT OF POLITICAL RESPONSIBILITY IN THE CONTEXT OF THE MODERNIZATION OF CONTEMPORARY POLITICAL SYSTEMS

Abstract

The article provides a comprehensive analysis of the political responsibility transformation in the context of contemporary political systems modernization, characterized by increasing societal complexity, intensified globalization processes, and the rapid information development and communication technologies. It substantiates that changes in the structure of power, political interaction forms, and decision-making mechanisms significantly transform traditional understandings of political responsibility as a tool of control and accountability. Under modern conditions, political responsibility extends beyond purely legal regulation and acquires a complex character that combines institutional, moral-ethical, communicative, and sociocultural dimensions. The study offers a systematic analysis of the main theoretical approaches to understanding political responsibility, including institutional, normative, and communicative perspectives. It demonstrates that in the context of modernization there is a rethinking of the role of the state as the sole bearer of authority, while the importance of civil society, non-state actors, the media, and international institutions in shaping political responsibility is increasing. Particular attention is paid to the transformation of accountability mechanisms, which increasingly rely not only on formal procedures of control but also on public evaluation, communicative interaction, and social trust. It is argued that under contemporary conditions political responsibility emerges as a dynamic, multi-level process that integrates legal, institutional, and symbolic elements. It performs not only a controlling function but also plays a key role in ensuring the legitimacy of political power, the stability of political systems, and the integration of society. The article emphasizes that understanding political responsibility as a complex socio-political phenomenon is a necessary prerequisite for an adequate analysis of current transformations of power and for the development of effective models of democratic governance.
