POWER AS A RESOURCE OF STATE CAPACITY: A POLITICAL DISCOURSE

Abstract

It has been proven that modern challenges outline special requirements for state power as an institution capable to manage a society. It is revealed that the political properties and qualities of state power, which reflect its functional capacity and real conflict resolution capabilities, are of primary importance. They depend on international relations, the political system of a national state, the nature of the ruling regime, the system of public administration and decision making. The assessment of these parameters makes it possible to understand the possibilities and prospects of this or that state in the long – and non-long-term perspective. It has been proven that the state power, like power in general, is conditioned by a certain set of resources that allow its parties to realize their will, ensure submission and achieve a certain public good. Under these conditions the assessment of the effectiveness of state power allows us to know the degree of real satisfaction with goal-setting, organization and regulation of public requests, and subsequently, on the basis of the received data, to develop measures and proposals for increasing the level of government efficiency. The article looks at various approaches to the understanding and study of state capacity developed in political science, the main aspects of state capacity of the countries of the world related to the external and internal context of the existence and functioning of the respective states. The author characterizes the essence of the phenomenon of state capacity / inability, and determines the political parameters of state capacity and political risks of the state power functioning in the conditions of problematic statehood. The attention is focused on the fact that the political effectiveness of state power in modern conditions is a crucial factor in ensuring state capacity. Not all states are equally capable to guarantee the external security, internal order, legitimacy, governance and development to their citizens. New challenges affecting the power resources of a state in the conditions of the formation of a new world order have been outlined. The potential opportunities for their implementation in Ukraine, arising during the global war have been pointed out.
