FEATURES OF STATE REGULATION OF THE CONSTRUCTION INDUSTRY IN THE COUNTRIES OF THE EUROPEAN UNION
Abstract
The article provides a comparative analysis of the features of the state regulation of the construction industry in the countries of the European Union using the example of Spain, Italy, Germany, France, Portugal, Poland and other. It was determined that one of the priority directions of the state policy of the EU countries is to ensure the sustainable development of the construction industry. It has been established that as a result of Russian aggression in Ukraine, Europe suffers from energy, socio-economic and socio-political instability, which exacerbates the relevance of this issue, since the military conflict affects the indicators of the countries’ development, their dynamics and the causes of changes. It has been proven that the sustainable development of the construction industry contributes to increasing the economic indicators of the country’s development. It has been established that the state regulation of the construction industry of the European community consists of a complex of legislative and regulatory acts, with the help of which the state exerts a regulatory influence and determines the main strategic priorities of the development of the construction industry. It was found that in the countries of the European Union, the state regulation of the construction industry is more perfect and effective than in Ukraine, which requires a revision of the current national norms, regulations and standards and bringing them into line with the European ones. It was concluded that the European development vector of Ukraine requires the creation of appropriate mechanisms for the development of territorial communities on the basis of modernization, which must meet international standards, which requires the introduction of an effective system of state regulation of the construction industry. It is proposed to pay more attention to the study of the problem of insurance of construction activities and the assessment of opportunities for domestic construction organizations to enter the international market, as well as to strengthen the digitalization of the construction sector, which will allow strengthening the country’s position in the international rating of the competitiveness of states.
